PERMIT TYPES

Single Trip —Combination vehicles longer than 75' require a single-trip permit. Can be round-trip if requested and completed within the validation date on the permit.

Permits are required when the following dimensions or weights specified by Vermont statutes are exceeded.

Note: There is no overall length limit for combination vehicles on the National Network (primarily interstate highways); however there are limits on semi-trailer and trailer lengths. A semi-trailer in a truck tractor semi-trailer combination may not exceed fifty-three feet (53’) and no trailer or semi-trailer in a truck tractor semi-trailer trailer combination may exceed twenty-eight feet (28’).

Single trip permits are issued for non-divisible loads. For this purpose “non-divisible” means any load or vehicle exceeding applicable dimension or weight limits which, if separated into smaller loads or vehicles, would:

Compromise the intended use of the vehicle, i.e., make it unable to perform the function for which it was intended.
Destroy the value of the load or vehicle, i.e., make it unusable for its intended purpose.
Require more than eight (8) work hours to dismantle using appropriate equipment. The applicant for a non-divisible load permit has the burden of proof as to the number of work hours required to dismantle the load.

Blanket —for statewide operation or, construction areas, or metropolitan areas. First permit $100.00, each additional $5.00. Permit expires with vehicle registration.

When the weight or size of the vehicle/load are considered sufficiently excessive for the routing requested, the Agency of Transportation shall, on request of the commissioner, conduct an engineering inspection of the vehicle/load and route, for which a fee of $300.00 will be added to the cost of the permit if the load is a manufactured home. For all other loads of any size or with gross weight limits less than 150,000 pounds, the fee shall be $800.00 for any engineering inspection that requires up to eight hours to conduct. If the inspection requires more than eight hours to conduct, the fee shall be $800.00 plus $60.00 per hour for each additional hour required. If the vehicle and load weigh 150,000 pounds or more but not more than 200,000 pounds, the engineering inspection fee shall be $2,000.00. If the vehicle and load weight more than 200,000 pounds but not more than 250,000 pounds, the engineering inspection fee shall be $5,000.00. If the vehicle and load weigh more than 250,000 pounds, the engineering inspection fee shall be $10,000.00. The study must be completed prior to the permit being issued.

The statewide operation blanket permit may be issued for the following vehicle combinations: 
(1) a maximum width of 12'6" when length does not exceed 68'; 
(2) a maximum width of 10'6" when the length is greater than 68' up to 100'; 
(3) a maximum height of 14'; or 
(4) maximum weights for indivisible loads only up to 108,000 lbs. only if registered for 80,000 lbs., and meets the Bridge Formula for 80,000 lbs.

Annual Permit – To operate a motor vehicle in excess of the statutory length limit on US RT 4.

Route Survey - The fees for engineering inspections are as follows:
Vehicles that are considered sufficiently excessive for the routing requested have been increased to $300.00 if the load is a manufactured home.

Loads of any size or with gross weight limits less than 150,000 pounds; the fee has been increased to $800.00.

If the vehicle and load weigh 150,000 pounds or more but not more than 200,000 pounds, the engineering inspection fee shall be $2,000.00.

If the vehicle and load weigh more than 200,000 pounds but not more than 250,000 pounds,
the engineering inspection fee shall be $5,000.00.

If the vehicle and load weigh more than 250,000 pounds the engineering inspection fee shall be $10,000.00

Engineering inspections that require over 8 hours to conduct will be charged an additional $60.00 per hour each additional hour required.

Blanket Permit —$100.00 for the first permit ordered. $5.00 for each additional, up to a maximum of 1,000. Expires with vehicle registration.

ESCORTS AND SIGNS

Labeling — Two signs labeled “OVERSIZE LOAD” attached to the front and back of vehicle are required for vehicles over 8'6" in width and 68' in length or 13'6" high. Sign must be at least 7' long by eighteen inches high with black letters on a yellow background. Letters must be 10" high with a 1.4” brush stroke.

Red or fluorescent orange flags of at least 18" square must be used on all loads exceeding legal dimensions, and located on all four corners and all extremities.

Escort Vehicles and Personnel — Escort vehicles must be equipped with amber flashing light above the highest point of the vehicle and visible from the front and rear. The escort vehicle preceding an oversize load shall have a sign on the front reading “OVERSIZE LOAD” and an escort vehicle following shall have a sign on the rear reading ‘OVERSIZE LOAD”. Escort vehicle must maintain 2 way radio contact with the permitted vehicle at all times. Escort vehicles are required when the vehicle and/or load meet or exceed the following dimensions or at the discretion of the Commissioner: wide load 12’ or greater long load 80’ or greater overhang 15’ or greater

On the interstate, escorts must follow load; while off the interstate, escorts lead load. Additional escorts may be required at the discretion of the agency. Certification – Pilot Car Escort Certification is not currently required.
